An article about a UC Berkeley Institute of Transportation Studies report on high-speed rail ridership incorrectly reported the circumstances under which a formula used to calculate ridership estimates was modified. According to the report, aspects of the original formula that Cambridge Systematics used were changed because the resulting ridership estimates did not meet the Cambridge Systematics modelers' expectations. The report does not say that the formula was changed because it did not meet the California High-Speed Rail Authority's expectations.

Proponents, meanwhile, argue that these and other reasons justify HSR's existence, some fearing that the longer it takes to get the network built, the greater the likelihood costs will soar.
