The telephone is such a lifeline that the last census showed only 124 of San Bruno's 15,178 housing units didn't have one. Then came a fire at a BART construction site last Monday that destroyed a vault serving more than 24,000 phone lines. Crews have worked around the clock to repair the damage, but by Monday morning, Pacific Bell officials said about 15,200 customers remain without a dial tone. Pac Bell spokesman John Britton said the company hopes to finish the repairs by July 12.
